Revitalizing Fort Wayne’s Core Through Innovation: The SEED District

In 2017, the Fort Wayne Urban Enterprise Association (FWUEA) took a bold step forward — transforming into a modern hub for innovation, entrepreneurship, and inclusive economic growth. With support from Sturtz Public Management Group, the FWUEA was successfully reorganized into the Summit City Entrepreneur and Enterprise District (SEED), following enabling legislation passed by the State of Indiana.

A District Built for Growth
Backed by Indiana Code 5-28-15.5 and launched as part of the state’s Entrepreneur and Enterprise District Pilot Program, the SEED District established a dynamic 6.9-mile footprint that builds on the original Urban Enterprise Zone. This expanded area includes key commercial corridors like North Anthony, Broadway, South Clinton, Fairfield, Goshen, and East Washington — urban arteries vital to the vibrancy of Fort Wayne’s neighborhoods.

These corridors were identified in the Plan-it Allen Comprehensive Plan as priority zones for commercial infill and redevelopment, offering a strategic opportunity to breathe new life into Fort Wayne’s industrial core while supporting neighborhood revitalization.

Business-Friendly Incentives to Fuel Investment
To attract and support entrepreneurs and investors, the SEED District offers a powerful package of incentives, including:

• 100% investment deduction on real estate and personal property for up to 10 years
• Abatement deductions for revitalizing vacant buildings
• Personal property AV floor exemption to reduce startup costs

Through strategic reorganization, policy innovation, and targeted investment, the SEED District is positioning Fort Wayne as a thriving center for urban entrepreneurship.
